PURPOSE: A crime preventing system including a refuge device and a crime preventing method using the same are provided to block physical crime by evacuating a victim from a criminal. CONSTITUTION: A refuge device(100) includes an enclosure and transmits an emergency signal. A main server(300) receives and transmits position information and an emergency signal. A related server(400) receives the position information and the emergency signal. An entry sensing unit senses the entry of a victim in the enclosure. An external camera obtains peripheral image. An internal camera obtains the inner image of the enclosure. An audio input unit obtains an audio signal. A memory stores the position information and situation information. A warning is announced through inner and outer speakers. A first wired/wireless communication unit communicates with a main server.
