PURPOSE: A ventilating, insulating, and waterproofing method using an insulation waterproof panel having protrusions and a waterproof material having empty protrusions is provided to extend the service life of an insulation waterproof panel and a waterproof layer. CONSTITUTION: A ventilating, insulating, and waterproofing method using an insulation waterproof panel having protrusions and a waterproof material having empty protrusions is as follows. An insulation waterproof layer(50) is formed by arranging multiple insulation waterproof panels on a concrete slab(100) to touch each other. Waterproof materials having empty protrusions are installed on the insulation waterproof panels. A surface waterproof layer(60) is formed on the insulation waterproof layer by overlapping the empty protrusions of the waterproof materials with each other. A composite waterproof layer(70) is formed on the surface waterproof layer by spreading cement mortar or concrete on the surface waterproof layer.
