PURPOSE: A method for manufacturing graphene is provided to cost effectively obtain the graphene by implementing a thermal processing process at low temperature for a short period of time. CONSTITUTION: A method for manufacturing graphene includes the following: Expanded graphene is obtained by implementing a thermal processing process with respect to graphite oxide at temperature between 250 and 350 degrees Celsius. The thermal processing process is maintained for 0.1 to 30 seconds. The graphite oxide is obtained by oxidizing graphite using an oxidant and the mixture of HNO_3, HBR, HBRO_3, HBRO_4, HCl, HCLO_4, H_3O, HI, HIO_3, HIO_4, HSbF_6, FSO_3HSbF_5, FSO_3H, CF_3SO_3H, or H_2SO_4 for 1 to 24 hours.
