PURPOSE: An apparatus and method for manufacturing a buffer block are provided to improve productivity by easily collecting the buffer block. CONSTITUTION: A forming die unit(110) includes a pair of forming members(111) which are upwardly and downwardly opened. Through holes are respectively formed on both sides of the pair of the forming members. A punch unit(130) corresponds to the inner space of the forming die unit. A die separating unit(150) closes up or separates the pair of forming members. A base plate(170) is combined with the die separating unit.
