PURPOSE: A method for fermenting ginseng-soaked syrup is provided to ensure rich ginseng flavor and functionality and to quickly and easily produce fermentation liquor. CONSTITUTION: A method for fermenting ginseng-soaked syrup comprises: a step of preparing ginseng-soaked liquid; a step of adding water to the ginseng-soaked liquid to prepare diluent; a step of adding fermentation strain and fermenting; a step of maturing at low temperature; and a step of racking. A ginseng is soaked in a liquid containing honey, fructose, high fructose, maltitol, or mannitol.
