The element has an optically permeable substrate with a surface normal, and a structure (102) formed on the substrate. The structure consists of identical shaped elementary cells (10), and a refractive micro optic component (1) is arranged in each elementary cell. The refractive micro optic component comprises a surface with another surface normal. Orientation of the latter surface normal is differentiated from orientation of the former surface normal of the substrate. The substrate and the refractive micro optic component are made of glass or plastic. An independent claim is also included for an illumination device of a motor car, comprising a multi-LED-light source and an optical element.
