The panel has an electrical power storage battery (4) arranged below an integrated fluid-cooled low temperature thermal balancing storage (2). A high-transparent vacuum cover is provided as a flat shaped tube for roofing and external insulation of an underlaid expanded polystyrene insulator (6). The tube is formed as a large roof shingle i.e. concrete shingle, and/or roofing slab, and/or wall surface insulator i.e. glass facade. The storage is formed of basalt- or other thermal storage concrete and/or designed as an aluminum extruded section with cooling tubes (3).
