The device (10) has an electrical heating element (16) i.e. electrical resistance heater, forming heat under reception of electrical energy. A heat pipe (12) forms a medium to be heated by the electrical heating element for heat transmission and includes sides (13, 14) to be heated. The heat pipe is arranged for the heat transmission between the sides by a vaporized and condensed heat transferring medium, where one of the sides of the pipe is arranged at an outer side of a passenger cabin (4) and the other side is arranged within the passenger cabin. An independent claim is also included for a method for arranging a heating device in a vehicle.
