The testing device (1) has a radio transmission- and reception unit (9), and a control unit (12) for simulation of a base station (6) and for establishing a radio communication connection to a mobile emergency call device (2) to be tested. A testing unit (11) evaluates emergency call signals that are transmitted from the emergency call device to the testing device and tests a proper function of the emergency call device. The control unit and/or the testing unit include a logic module (10) e.g. microcontroller or microprocessor, programmed with a control and/or test routine. An independent claim is also included for a method for testing a mobile emergency call device of a mobile radio-assisted emergency call system.
