The actuator (2) has an output element connected with a driving apparatus to adjust an air passage device (1) between an open position in which the passage device is opened for passing airflow and a closed position in which the passage device is closed for minimizing the airflow. The actuator actuates separation clutches in response to voltage state of electric voltage (V) of an electrical power supply system (3), and actuates a mechanical lock for latching two coupling portions to each other in an operating clutch state as a function of a position of the passage device.
