Highly phosphonated and partial or perfluorinated low and high molecular weight aromatic compounds are new. Independent claims are also included for: (1) phosphonated and partial or perfluorinated polymer membranes, preferably acid-base blend membranes, which are obtained by mixing the phosphonated polymers with basic polymers; and (2) preparing phosphonated monomers and polymers.
