The valve control device has a housing part (3), which is rotated either with an input shaft or an output shaft. The housing part has an accommodation chamber and an opening end surface of the accommodation chamber. A rotary trowel (9) is placed in the accommodation chamber and is rotated with the other from the input shaft and the output shaft. An independent claim is also included for an assembly process for a valve control device.
