The method involves forming a tubular base made of filter material, and folding the filter material at two portions of common peripheral line toward a central axis (M) of base by rotating folding blades (6A,6B). The filter material is folded at portions of peripheral line parallel to common peripheral line by folding blades (7A,7B). The mutual relatedness and the scope of circumferential folds along central axis are maintained and an upsetting fold is formed between circumferential folds by folding blades.
