The device (1) has a bridge (4) that is articulated on a structure, where the bridge is passed from retracted position to a folded position. The bridge is constituted of an apron mounted in rotation on the structure at an end. A support post is mounted on the structure in its lower end to support the apron in horizontal position through a hooking unit e.g. hanger. The structure is mounted on a frame (2) equipped with a rolling axle (3). A safety deck line e.g. rod, is subjugated to the structure through hooking points.
