PROBLEM TO BE SOLVED: To provide an operation procedure manual preparation device, an operation procedure manual preparation method and an operation procedure manual preparation program capable of easily preparing an operation procedure manual indicating an operation procedure of images displayed by a programmable display device.;SOLUTION: By simulating an operation of a display device by a display device simulator on the basis of data transmitted from a PLC or a ladder simulator, images to be displayed at the display device are successively displayed. At the timing that a preset acquisition condition related to the images displayed by the display device simulator is satisfied, an image file 76 corresponding to the image displayed by the display device simulator is acquired.
