PROBLEM TO BE SOLVED: To provide a congestion occurrence prevention device, and the like having a simple configuration using voice data output from a voice reproducing device and prompting a driver to prevent congestion without surprising the driver nor making the driver discomfort.;SOLUTION: The congestion occurrence prevention device includes: a limiting speed information acquiring unit 11 for acquiring limiting speed information of a road on which a vehicle is traveling; a vehicle speed information acquiring unit 12 for acquiring vehicle speed information of a traveling self vehicle; a speed deviation calculation unit 13 for calculating a speed deviation by comparing the limiting speed information with the vehicle speed information; and a reproduction speed ratio determination unit 14 and a reproduction speed change unit 15 that determine whether or not the speed deviation is within a predetermined range, when it is within the predetermined range, control a voice reproduction device 4 to reproduce voice, with a voice reproduction speed set to a normal reproduction speed and, when the speed deviation is not within the predetermined range, controls the voice reproduction device 4 to change the voice reproduction speed to a higher speed than the normal reproduction speed.;COPYRIGHT: (C)2013,JPO&INPIT
