PROBLEM TO BE SOLVED: To efficiently perform a static verification of a graphic-format program by a same standard with that of a program of an existing format.SOLUTION: The graphic-format program evaluation system includes: relationship database that stores relationship analysis results obtained by analyzing a relationship between features of a graphic-format program described by a graphic representing a function and features of a source code of a text format generated from the graphic-format program; graphic-format program input means in which the graphic-format program is input; graphic-format program analysis means that analyzes the features of the graphic-format program that has been input in the graphic-format program input means; and graphic-format program evaluation means that evaluates the graphic-format program that has been input in the graphic-format program input means, on the basis of the analysis results of the graphic-format program analysis means and the relationship analysis results stored in the relationship database.
