PROBLEM TO BE SOLVED: To prevent occurrence of continuous spark discharge or a short-circuit state in a cell type vertically countercurrent system WEP even when washing operation with a large amount of washing water is carried out at the time of charge operation.;SOLUTION: Washing water jetting nozzles 9 are disposed at two positions of corners on a diagonal line among four corners of each cell 5. A plurality of jetting holes 9a, 9b and 9c are formed at places of a flank of each washing water jetting nozzle 9 corresponding to a cell upper end part and a cell intermediate part. Total of jetted washing water is 80 to 400 liter/minute per cross-sectional area 1 m2 of WEP, preferably 100 to 300 liter/minute. A washing water jetting direction from the jetting holes 9a, 9b is set in a direction of a horizontal angle α(≥30° and ≤85°) on the basis of a vertical line put down from a center of the washing water jetting nozzle 9 toward each of adjoining two dust collecting electrode plates 7 forming the corner of the cell 5 and further in a horizontal direction from the jetting hole.
