PROBLEM TO BE SOLVED: To synchronize the time of a terminal to a reference time with high accuracy by discriminating a degree of congestion of a relay device without inquiring the relay device.SOLUTION: A control section 108 transmits to a terminal a reference time acquired from a clock section 107 via a transmission section 109. A packet identification section 102 receives via a receiving section 101 a first packet and a second packet having different priorities which have been transmitted by the terminal at a predetermined packet transmission interval. A receiving interval measuring section 106 measures a packet receiving interval that indicates an interval from the first packet receiving to the second packet receiving. The control section 108 creates a response packet that is a response to the second packet, and transmits the created response packet to the terminal via a transmission section 109, on the basis of a packet transmission interval contained in the first packet or the second packet, and the measured packet receiving interval.
