PROBLEM TO BE SOLVED: To avoid erroneously detecting a reflection wave and a radio wave from an adjacent gate without installing a large-scale facility.SOLUTION: A road-vehicle communication system according to the invention comprises: a plurality of on-vehicle units which are provided on a vehicle and transmit a radio wave including at least on-vehicle unit identification information when receiving a radio wave from antenna means; reception radio wave strength measuring means which detects the on-vehicle unit identification information included in a radio signal captured by the antenna means and measures the reception radio wave strength of the radio wave; and radio wave identification means which obtains a temporal change pattern of the reception radio wave strength of each on-vehicle unit identification information on the basis of a measurement value of the reception radio wave strength of each on-vehicle unit identification information measured by the reception radio wave strength measuring means, and identifies an object radio wave on the basis of the temporal change pattern of the reception radio wave strength of each on-vehicle unit identification information.
