Provided is a road-vehicle communication system that can suppress increases in communication traffic when a roadside communication device must transmit different information to different onboard communication devices. Also provided are a roadside communication device, an onboard communication device, and a road-vehicle communication method. The road-vehicle communication system according to the present embodiment comprises an onboard communication device and a roadside communication device. The onboard communication device has a vehicle information transmission unit that transmits vehicle information that pertains to a vehicle. The roadside communication device has: a storage unit that stores a plurality of pieces of data that are to be transmitted to the onboard communication device; a vehicle information reception unit that receives vehicle information that has been transmitted from the onboard communication device; a transmission data generation unit that combines the plurality of pieces of data stored at the storage unit to generate a single piece of transmission data; a data transmission unit that transmits the data generated by the transmission data generation unit to the onboard communication device; and a combination number adjustment unit that, on the basis of the vehicle information received by the vehicle information reception unit, adjusts the number of pieces of data combined by the transmission data generation unit.
