PROBLEM TO BE SOLVED: To give a certain feeling of satisfaction to both a store which pays an affiliate fee and an advertisement publication person who receives the affiliate fee.;SOLUTION: An affiliate server 10 includes: a purchase information acquisition part 12 for acquiring purchase information showing a purchaser and a store; a history specification part 13 for specifying a click history showing a click of an affiliate link by the purchaser on the basis of one or more click information corresponding to the purchaser acquired from a predetermined storage part which stores click information in which the publication person of an affiliate link and a link destination store are associated with the user who has clicked the link; and a determination part 14 for determining one or more publication persons who receive an affiliate fee from the store and an affiliate fee to be paid to each publication person on the basis of the click history.
