When a portable terminal 200 receives the advertisement ID light, the portable terminal acquires the advertisement ID by modulation and decoding, and transmits to a server 300 advertisement recognition information including the advertisement ID, a time, the position of the portable terminal 200, a direction from the portable terminal 200 to the advertisement display device 100, and a terminal ID. The server 300 accumulates advertisement recognition information in each advertisement and in each time zone, and generates advertisement effect information.
