PPROBLEM TO BE SOLVED: To provide a water-foaming rigid polyurethane foam composition improved so as to give a water-foamed rigid polyurethane foam and attaining, e.g., (1) prevention against reduced adhesiveness due to worsened brittleness, (2) improved or sustained flame retardancy, (3) reduction in viscosity of a polyester polyol and to provide a rigid polyurethane foam with improved properties obtained therefrom. PSOLUTION: A low-viscosity polyester polyol can be obtained by using polyester polyol production starting materials in which the carboxylic acid component essentially consists of both terephthalic acid and adipic acid or both terephthalic acid and succinic acid, and the alcohol component essentially consists of diethylene glycol and/or triethylene glycol.
