PROBLEM TO BE SOLVED: To achieve a pool water circulation function, a heat exchanger heat removal function and a cooling function in a fuel storage pool cooling system even when all external power supplies are lost.SOLUTION: A pool water circulation pump device 9 circulates water in a water flowing channel 60 from a fuel storage pool 1 to a fuel storage pool 1, via a skimmer surge tank 2, an FPC filtration demineralization device 4 and an FPC heat exchanger 10, by using power supplied from an external power supply or using gas supplied when the external power supply is lost. A heat exchanger heat removal blower 11 drives a fan 13 by using power supplied from an external power supply 30 and supplies to the outer surface of the FPC heat exchanger 10 air for removing remaining heat generated when the FPC heat exchanger 10 cools heated water. A water supply part 12 supplies to the outer surface of the FPC heat exchanger 10 domestic water 23 from a general domestic water supply 40 when the external power supply is lost.
