PROBLEM TO BE SOLVED: To provide a technique that reflects a temporary and abrupt currently-occurring traffic state and also easily reflects influence other than traffic volume on a degree of congestion in a congestion prediction device which predicts the degree of congestion of a link.;SOLUTION: Congestion prediction data including various predicted degrees of congestion of exiting links resulting from various degrees of congestion of an entry link are acquired by factors such as time, by layers, by nodes, and by a combination of all entry links and exiting links to the nodes, the current degree of congestion of a link L1 is acquired from outside, and matching factors at the current point, the entry links corresponding to the link L1, and the current degree of congestion of the link L1 are applied to the congestion prediction data to acquire the predicted degree of congestion of a link L2 at the point of time of a travel from the link L1 to the link L2 through a node N1.;COPYRIGHT: (C)2013,JPO&INPIT
