PPROBLEM TO BE SOLVED: To generate electric charge in a limited region in a light spot region and form a latent image which is smaller than light spot size by performing exposure in a state that strength of electric field imposed on an electric charge-generating layer on a latent image carrier in the light spot region is locally varied. PSOLUTION: When the luminous flux emitted from a light-emitting element is guided onto the latent image carrier 200 as the light spot via an optical system, the latent image which is smaller than the light spot size is formed by performing exposure in the state that the strength of electric field imposed on the electric charge generating layer on the latent image carrier 200 in the light spot region is locally varied and generating the electric charge in the limited region in the light spot region.
