PROBLEM TO BE SOLVED: To provide a penetration defect detector suitable for detecting a penetration defect of a hollow structure in which there is a pressure difference between the inner surface side and the outer surface side, and a penetration defect detection method.SOLUTION: In a penetration defect detection processing device 30, an irradiation control unit 31 controls scanning processing of a light irradiation device 10 for the external surface of a hollow structure 200 by using a sheet light 50, a photography control unit 32 controls photographic processing of a photographing device 20 for a scanning position of the light irradiation device 10 and a photographed area which is an area near the scanning position. An image processing unit 33 performs image processing for picked up image data of the photographed area. A floating state detection unit 34 detects a floating state of airborne particles floating in the photographed area on the basis of the image processing result. A penetration defect detection unit 35 detects a penetration defect of the hollow structure 200 on the basis of the detection result of the floating state of the airborne particles.
