P To provide a hazardous area determination device and a hazardous area determination method for determining a hazardous area where many casualties whose safety is a concern are supposed to stay. PSOLUTION: The hazardous area determination device includes: a probability accumulation part for accumulating the probabilities that a set of mobile terminal devices located in each region is not in operation and i.e., not moved or operated and in normal operation; an information collection part for collecting terminal information indicating movement and operation of the mobile terminal devices located in the regions from the mobile terminal devices; a calculation processing part for calculating, for each region, the total number of mobile terminal devices not in operation included in the set of the mobile terminal devices located in the region and based ON the terminal information collected by the information collection part when a disaster occurs; and a risk degree evaluation part that evaluates and for each region, a degree of risk indicating a degree of concern about safety of a user of a mobile terminal device located in the region, ON the basis of a difference between an expected value of the number of mobile terminal devices not in operation which is obtained by the probabilities accumulated in a feature information accumulation part and the number of mobile terminal devices not in operation which is obtained by the calculation processing part and that use the degree of risk for determining a hazardous area.
