PROBLEM TO BE SOLVED: To provide safety information of a monitoring object person.;SOLUTION: The subject problem is solved by a monitor section which determines that a monitoring object person who carries the electronic tag, corresponding to the identification information, does not act as planned, except when it is determined that the tag information is received at planned date and time, wherein reader identification information contained in the received tag information is a reader identification number corresponding to the information which shows the scheduled monitoring place; a log information database in which the identification information, organization information which identifies organizations, and information as to whether a monitoring object person corresponding to this identification information acts as planned are associated and stored; and a situation analysis section which computes, when the monitor section determines that the monitoring object person does not act as planned, a proportion of monitoring object persons who act as planned in the organization by referring to the log information database, and retrieving the organization information corresponding to the identification information.;COPYRIGHT: (C)2011,JPO&INPIT
