PROBLEM TO BE SOLVED: To accurately evaluate the degree of risk of an optionally selected section within a building at the time of a fire.;SOLUTION: The probability of fire spread when a fire occurs is set as a neighbor fire spread risk value and registered in a table for each combination of all the fire preventive sections having a possibility of fire spread out of fire preventive sections set within the building according to whether fire preventive equipment normally functions or not if there is the fire preventive equipment in the boundary, or according to a material forming the fire preventive sections if there is no fire preventive equipment in the boundary. Neighbor smoke spread risks are also set and registered (56-74) for respective combinations of all the fire preventive sections having a possibility of fire spread or smoke spread. When the fire occurs, the fire spread risk value in each fire spread pathway from the fire preventive section where the fire occurs to a target fire preventive section for evaluation and the smoke spread risk value in each smoke spread pathway are computed by using the neighbor fire spread risk value and the neighbor smoke spread risk value, and the degree of risk in the target fire preventive section for evaluation is evaluated.
