PROBLEM TO BE SOLVED: To provide a device for calculating a link bandwidth upper bound which designs link bandwidth so as to reduce the amount of each link bandwidth to be added by a route change even when there is a measurement error in a measurement of a bandwidth of a link, and to provide a method and program therefor.;SOLUTION: The device 1 for calculating a link bandwidth upper bound creates a link bandwidth upper bound vector 1000 that is an upper limit value of the amount of change of each link when a route of each traffic is changed for a route change by solving an arithmetic expression of linear programming by using the number of links of a network whose link bandwidth is to be designed, the number of traffics, a link bandwidth vector 200, a traffic route matrix 400, a traffic route matrix 600 after route change, and an error process parameter 800.;COPYRIGHT: (C)2011,JPO&INPIT
