PROBLEM TO BE SOLVED: To facilitate settings to be performed on a VPN termination device or a transfer control device.;SOLUTION: A VPN setting system receives a VPN connection request, specifies a VPN termination device accommodating each base designated by the VPN connection request based on the VPN connection request and specifies a transfer control device. The VPN setting system then generates, in accordance with the specified VPN termination device, setting information to be set to the specified VPN termination device and corresponding to each of the bases designated by the VPN connection request. Furthermore, the VPN setting system generates setting information to be set to the specified transfer control device in accordance with the specified transfer control device.
