PROBLEM TO BE SOLVED: To provide an image processing apparatus for preventing the image quality of an object moving on a background from being significantly degraded while reducing the amount of data of a moving image.;SOLUTION: The image processing apparatus includes: an object detection part which detects an object moving on the background from the moving image; a moving speed calculation part which calculates the moving speed of the object detected by the object detection part relative to the background; and an image quality conversion part which lowers the image quality of an image of the object in a video component image of a part included in the moving image when the moving speed is larger than a predetermined value.;COPYRIGHT: (C)2010,JPO&INPIT
