PPROBLEM TO BE SOLVED: To appropriately predict traffic information on road links. PSOLUTION: A learning system 12 of a traffic information predicting device 1 learns prediction parameters, by using as learning data, a combination of traffic information based on an actual measurement value acquired, with respect to a road link which can be used as a target road link to be predicted, and traffic information of another road link which has been acquired prior to the acquisition of the actual measured value. A prediction system 11 of the traffic information predicting device 1 uses the prediction parameters obtained by learning to predict traffic information of the target road link at a prescribed time arriving at some future time, on the basis of the traffic information of the road link which is acquired prior to the prescribed time.
