This traffic time prediction device includes: a condition determination unit which determines the occurrence of a condition in which congestion occurs; an acquisition unit which acquires event information that indicates an event at an occurrence region of the condition, when the condition is determined to occur by the condition determination unit; and a time prediction unit which predicts a removal time of a traffic regulation pertaining to the condition on the basis of the event information acquired by the acquisition unit.
