PROBLEM TO BE SOLVED: To achieve natural dialogues by creating an appropriate response text considering negative intentions.;SOLUTION: When a negative expression determination part 22 determines that no negative expression is included, a result using response creating part 26 creates the response text based on the analysis result. When the negative expression determination part determines that negative expression is included and the preceding response type is "response to inquire object words in parallel", a topic change response creating part 30 creates a response text for changing the topic.
