A method and device for the determination of traffic jams at controlled road intersection relates to traffic control systems. According to the method recorded are vehicles entering controlled zone located before Stop line of the controlled road intersection with delay equal to average time of controlled zone passage by vehicles. Determined are current length of vehicle queue and total traffic delay over measuring period by periodical with time interval summation of current vehicle queue at controlled zone. At the end of each measuring period an average traffic delay is determined by division of total traffic delay by total number of vehicles at controlled zone. Vehicles entering controlled zone and leaving it are recorded by vehicle back bumpers by means of scanner with laser beam of infrared range. Number of vehicles at controlled zone and value of total traffic delay is accumulated in each scanning period by scanner. Average traffic delay by lane and by road intersection is determined by number of vehicles leaving controlled zone over the measuring period. Entry and exit boundaries of the controlled zone are formed by scanning simultaneously by all intersection entries with possibility of determination of average traffic delay by all lanes and at road intersection over corresponding time of delay measurement. The device comprises a scanner with laser beam of infrared range, two photo receivers, three monostable multivibrators, two OR gates, four pulse generators, delay element, reversible pulse counter, adder, pulse counter and traffic delay evaluator. The method and device provide enhancement of traffic control accuracy and effectiveness.
