A main part (1) of a primary industry plant is operated in a two-phase plant cycle. In one of the phases (P1, P2) hot off-gases are formed, in the other they are not, or only scarcely. The off-gases are removed via a piping system (2) into which an LP preheater (5), an LP evaporator (6) and an HP evaporator (15) are installed. Water that is preheated via the LP preheater (5) is fed into an LP steam drum (7). Preheated water is fed into an HP steam drum (14). Preheated water withdrawn from the steam drums (7, 14) is vaporized via the respective evaporator (6, 15) and fed to the respective steam drum (7, 14). HP saturated steam taken off from the HP steam drum (14) is fed via a buffer store (16), in order to give off heat, and again fed to the HP steam drum (14). In a secondary circuit, water is conducted through the buffer store (16) and vaporized there to form secondary steam. The secondary steam is in part fed to a secondary steam turbine (23) and thereafter combined with the LP saturated steam withdrawn from the LP steam drum (7). The combined steam stream is superheated in an LP superheater (8) and then fed to an LP steam turbine (9). A further part of the secondary steam is fed to the LP superheater (8) as heating medium and thereafter fed to the buffer store (16).
