The present invention includes the following steps: (a) an information spreading manager confirming the identity qualification of an information publisher, information to be published, the district and time period where and when a spreading media is to be used; (b) under the supervision of the information spreading manager, the information publisher publishing on the spreading media the information to be published after approval; (c) evaluating the information published in step (b) and recording the evaluation result into the profile of the information publisher, which profile is managed by the information publisher; and at the same time, taking the evaluation results for the information publisher as one of the identity confirmation contents when he/she participates in information publication next time. In addition, also provided is an implementation method for updating or temporarily replacing the information published above. Effectively-controlled participation of people during information spreading is realized by combining information publication and the implementation method for updating and temporarily replacing information.
