A contract server (10) provides assistance with regard to a contract pertaining to the provision of sensing data with a provider of the sensing data. A user contract classification database (14) stores sets of user contract information pertaining to the use contract of sensing data concluded with the user of the sensing data by grouping the sets of user contract information into the type of sensors and the location where the sensing data is acquired. A control unit (11) acquires, from the user contract classification database (14), a set of use contract information belonging to a group corresponding to the inputted sensor type and the sensing location of the sensor, and creates a contract form pertaining to the provision of sensing data by using the use contract information thus acquired.
