Disclosed is a wastewater pre-treatment system, comprises a primary treatment apparatus into which wastewater is introduced to undergo a primary treatment, an intermediate pond (17) for storage and output of discharge, and a multi-staged clarification apparatus connected between the primary treatment apparatus and the intermediate pond (17). The multi-staged clarification apparatus treats wastewater from the primary treatment apparatus and discharges same to the intermediate pond (17). By providing a multi-staged clarification apparatus between the primary treatment apparatus and the intermediate pond (17), wastewater is effectively precipitated, ensuring the reliable operation of subsequent treatment systems, improving the stability and reliability of the wastewater treatment system. Further disclosed is a wastewater pre-treatment method.
