The present invention is applied to the field of energy-saving control of MACROBUTTON MACROBUTTON device and provides a dynamic energy-saving method and apparatus for PCIE device and a communication system of the PCIE device. The method comprises: acquiring system energy-saving strategy setting; and controlling the PCIE device and a link to enter into the corresponding linking energy-saving state through a PCIE energy-saving module according to the acquired system energy-saving strategy. Through the state D of the PCIE device and the state L of the link being associated to form a novel linking energy-saving state, and the device and the link being controlled to enter into the corresponding linking energy-saving state according to the preset energy-saving strategy, the invention can improve the energy-saving efficiency.
