The present invention relates to a fuel cell system using waste hydrogen generated by seawater electrolysis equipment, to a method for manufacturing caustic soda using the fuel cell system and seawater electrolysis equipment, to a method for manufacturing PVC, ammonia, and urea using chlorine generated by seawater electrolysis equipment, and to an integrated system for same. According to the system of the present invention, fuel cell generation is introduced to a seawater electrolysis process using a Nafion membrane so as to increase energy efficiency and obtain renewable energy credit (REC).
