PURPOSE: An environmentally friendly and safe paint releasing composition is provided to have an excellent separating force for paint spread on a substrate, to have a low danger of being a fire hazard, to make recycling of a releasing agent possible, to consume only a small amount of water for cleaning, and to be non-volatile and economic. CONSTITUTION: An environmentally friendly and safe paint releasing composition comprises 10-30 weight% of an alkali penetration agent, 10-50 weight% of a swelling agent, 0.1-10 weight% of a surfactant, 1-20 weight% of alcohol, 20-70 weight% of water, and 1-5 weight% of 2-methoxyethylacetate or 2-ethoxyethylacetate. The alkali penetration agent is one or more selected from potassium hydroxide, sodium hydroxide, lithium hydroxide, calcium hydroxide, or magnesium hydroxide. The swelling agent is one or more selected from monoethanolamine, diethanolamine, triethanolamine, or monoisopropanolamine.
