PURPOSE: A method for improving reference index encoding efficiency in AMVP(Advanced Motion Vector Prediction) is provided to encode a reference list in order that the reference list has a large code word when a reference index is encoded in the AMVP.;CONSTITUTION: A new coding unit of a current frame is inputted. Motion prediction for current inter PU is performed. MVP(Motion Vector Prediction) of the current inter PU is obtained. Motion information of current PU is encoded. Transformation encoding of a residual signal is performed. Whether or not one of the residual signal and a transformation coefficient is transmitted is determined through RDO(Rate Distortion Optimization).
