PURPOSE: A turbine control system apparatus and a method thereof are provided to prevent an electric generator from becoming a synchronous motor by using a speed controller and a generator output controller, and to guarantee a rated speed.;CONSTITUTION: A turbine control system apparatus comprises an inflow steam opening valve(100), a turbine(200), a generator(300), a first switch(500), a second switch, and a turbine control device(400). The first switch is opened/closed for produced electric power to be synchronized and connected in a network. The second switch is opened/closed to supply electricity to power plant instruments.
