PURPOSE: A tilt or a tilt and telescope steering device and an assembly method thereof are provided to automatize an assembly process by modularizing component and fixing an adjust bolt to a tilt bracket with riveting.;CONSTITUTION: A tilt or a tilt and telescope steering device(200) comprises a distance bracket(210), a tilt bracket(220), a cam member(230), an operation lever(240), a needle bearing(250), an adjust bolt, and a nut(270). The distance bracket is arranged in the upper part of an outer tube(201) between the tilt brackets. The tilt bracket is arranged on both sides of the outside of the outer tube, and the cam member is attached to one side of the tilt bracket. The operation lever is connected to the cam member and is connected to the one end of the adjust bolt. The needle bearing is connected to the operation lever. The adjust bolt penetrates the distance bracket, the tilt bracket, the cam member, the operation lever, and the needle bearing for mounting.
