PURPOSE: A method for manufacturing industrial bio fuel containing environment-friendly low sulfur by using a palm by-product is provided to manufacture bio fuel of a paraffin kind through a ketonization reaction and a hydrogenation reaction of fatty acid included in the palm by-product. CONSTITUTION: A solid matter is removed by filtering a palm by-product after raising the temperature of the palm by-product. The palm by-product is completely dissolved at 25-35C by adding organic solvent to the palm by-product. Moisture is removed by touching the dissolved palm by-product with moisture scavenger. Impurities and the organic solvent are removed from the palm by-product without moisture to obtain a refined palm by-product. A ketonization reaction is performed from fatty acid included in the refined palm by-product. Paraffin is switched through a hydrogenation reaction to a ketone compound. The organic solvent is hexane, diethyl ether, dichloromethane, methanol, or acetone.
