PURPOSE: A carrier based on silica nanotubes capable of carrying drugs and genes and a manufacturing method thereof are provided to carry drugs and genes by releasing drugs or genes in response to external stimuli in a living body. CONSTITUTION: A carrier based on silica nanotubes (10) capable of carrying drugs and genes (D) comprises silica nanotubes which can contain drugs or genes inside and have an open part formed on an end; a first cap (20) in a ring form composed of metal nanomaterials around the open part; and a second cap (30) formed on the surface of the first cap. The second cap is composed of boimolecules which have a functional group selected from the group consisting of a thiol group, an imidazole group, and a carboxy group.
